What D-Value actually gives you

D-Value is an extension of the Treasury Department's existing property valuation system, covering both land plots and condominium units nationwide. The output is an official, electronically signed certificate of the appraised value the government has on file for that specific parcel or unit — the same figure the Land Office uses as the tax base for transfer fees, mortgage registration and Specific Business Tax, and that the local administrator uses for annual Land and Building Tax. It is not an independent market valuation; it's a certified copy of the government's own record.

How to access it

  • Where: the Treasury Department's e-Property Valuation portal (treasury.go.th) or the TRD Property Valuation mobile app, iOS and Android.
  • Identity verification: required through ThaiD or Paotang, Thailand's government digital-ID apps.
  • Finding the parcel: search by satellite map, place name, street or nearby landmark and select the parcel directly on the map — you don't need to already know the chanote or Nor Sor 3 Gor number, which matters if you're checking a plot before you've seen the paperwork.
  • Cost and speed: free, with the certified copy emailed in about 10 minutes.

Where it's actually useful on Koh Phangan

  • Sanity-checking an asking price. The appraised value is not the market price — Treasury appraisals typically run 20–40% below what land actually transacts for, a gap covered in the 2027 valuation reform — but it's a real, official reference point to weigh a seller's number against before you commit to due diligence on a specific plot.
  • Loan applications. The certified copy is accepted as supporting documentation by three participating banks: Government Housing Bank (GHB), the Bank for Agriculture and Agricultural Cooperatives (BAAC) and Krungthai Bank. The certificate is a genuine time-saver over a Land Office visit, but treat the number it returns for what it is: the government's tax base, not a market appraisal. For an actual purchase, it belongs alongside — not instead of — a lawyer's title search and your own comparison of recent sale prices in the area.
